create USB boot disk in Win7

I have a simple question, hopefully.

How do I format a USB drive as bootable in Win7?

I go to where I expected to find the option - in the 'format disk' dialog box - and the option is greyed out.

I tried googling, and all I can find are instructions for installing Windows onto a pen drive. I don't need all that, all I want is a bootable disk that I can put fdisk onto, so that I can format the HD on this laptop.
