Dell I nspiron 1521 black screen

Powers on but nothing on the monitor. Plugged it into another monitor and still nothing. Could it be the video card?

    Power light comes on, the A light flashes for 30 seconds, then A light stops flashing and power light goes off.

    Actually, it sounds like the power supply, which frequently fail on older Dells.

    Just noticed fan does not come on on startup
