Help! New PC Build!

A buddy of mine is looking to build a new PC, but isn't looking to spend a lot.
He wants it mainly for SWTOR, GW2 and Diablo 3.
Is it possible to build a PC for around 500-600 bucks to run these games?
(i know nothing about computers personally)
