Crossfired cards running at different loads?

I have an AMD A8 3850 APU with an integrated HD 6550D crossfired with a dedicated HD 6670. Using GPU-Z I've noticed that in games the 6550 typically operates at about a 15% load while the load on the 6670 is around 80%. Is this imbalance usual? I'd expect a roughly even load between cards.

I'm testing this with Mass Effect at 1080p. Currently, it's only running at about 20-30 fps. Processor usage usually hovers around 50% so I don't think that's what's holding it up. Any way I can speed this up a bit?

    Mass Effect is not terribly friendly to any sort of dual-GPU configuration. This "imbalance" is not abnormal for this title.
