Run time error '48' dll

I get this error when I try to clear history in Rcon tool 11.3.1 for CoD4 and the history doesn't store any info. Anyone have any ideas on how to fix this?

    Check for updates/new downloads/ re-download and run from a fresh folder or reinstall/repair?

    Yeah I have done all that. Not hte program something with my computer as it runs fine on my laptop

    Is there an error log? Also, specs of system, etc. There may be a replacement tool available, as that hasn't been updated since Jan '11
