Having strange video issues with "flashing" corruption on screen

Having some strange video issues. When I click or mouse over certain things (I cannot identify a pattern yet), I get weird flashing "corruption"... It's not corruption in the sense that pixels are corrupted, it seems more like a Windows issue. I cannot adequately explain it, so here's a video:

If I mouse over certain elements, like a YouTube playback bar, or flip-down switches, it happens pretty consistently, but not 100% of the time. It's exceptionally annoying, but it seems mouse-related. I do not get flashing when I am typing. Only when I'm mousing around, changing windows, etc.

GPU is SAPPHIRE Radeon 7770 FleX edition (Review sample, not out yet). Not sure if it's GPU related.

I'm inclined to say GPU driver

Possible driver, yes. BUT, this can happen if a card tries to refresh a display faster than it can refresh, so display vs GPU conflict might also happen. Say this because you say it is mouse-motion triggered. GPU reacting too fast for display can cause ghosting of color change effect type sometimes.

you know, i think I see the same thing with my 7950 occasionally and I'm not sure what causes it. I think upgrading drivers cut the frequency way down. I also might see it in D3, but no other games, so I just chalk it up to randomness.

It gets worse in Windowed gaming:

If you have already gone through the typical driver reinstall stuff (link), then I agree with greg.

    Bad GPU RAM.

I just tested it for over an hour in TF2, full screen gaming. It worked flawlessly. No problems, glitches, or corruption whatsoever.

Idle and load clocks, not to mention different applications, place very different stresses on different components of the GPU.

What monitor do you have and what kind of cable do you have connecting it? I just finished reading a bunch of reviews on Newegg of high res displays and people were complaining of a flashing problem with AMD cards, particularly, but not exclusively, with DisplayPort. Those problems may be driver issues, too, though.

It's displayport --> HDMI --> DVI believe it or not, but it worked flawlessly on my main GPU. This is a review card. My normal card works perfectly so I'm convinced it's the GPU.

need reBGA the ram on the GPU

I sent it back to the manufacturer. It's a review card, and they want to replace it before I publish my review.

It's a shame you didn't fire up the BGA pick'n'place machine you have in your closet.
