20 FPS in Borderlands 2

Ok, so I'm out of ideas. I'm still getting choppy gameplay at around 20 fps on this game.
I'm running an AMD 6850, with the 12.9 beta drivers, and an AMD 8120 processor.
I've turned down everything I can, running at 1920 x 1080 resolution. I've even disabled some things in the willowengine.ini files according to this link:

I think this game is going on the shelf for me until they update the game, or someone has more things for me to try.

I'm not an expert, but this sounds like a case of where AMD hasn't gotten Borderlands 2 optimal drivers yet, since nVidia partnered with Gearbox on the game
Going to install a fresh copy with fresh drivers today.
No issues here on my work system: 2x7970 + Phenom II on 890FX chipset w/ Cat 12.7 Beta, 12.8 WHQL or 12.9 beta.
The last thing I could recommend is a total nuke if the driver and a reset of Windows' graphics registry entries and DLLs with the latest version of ATIMAN installer.

Uninstall everything driver related from add/remove before proceeding with this tool in automatic mode.
- unplug USB devices
- disconnect from Internet
Edit: Just want to point out that I suck at spelling and typing and all of that
Probably just try reinstalling windows sometime.
@shwaip - game runs my 8120 at ~ 40% load on 4 or 5 cores.

I can post some screen shots on borderlands to show you what I'm getting, but at this point I'm up for buying a new card and going from there. (of course, if I have issues there... :/ )
I feel like the company that sent that card would probably not want to leave a sour taste in a possible customer's mouth by having a card they sent as a prize fail. If the card would normally still be under warranty it may be worth talking to someone.
On the other hand, that would delay the playing of games for possibly a few weeks....
I'm mostly worried that there is something wrong with my motherboard As well. That would definitely set me back.
I have my laptop, so patience can save me money as @mertesn suggests.
Has anyone ever had partial loss of performance in a video card before? I've only ever had all or nothing type issues.
I haven't tried it since the sound, (don't want to start it without some serious time to mess with it if necessary) but wanted to let people stew on it for a bit before I make decisions.
