Right now there are two ways to get a key. First, they're offering a "Founder's Pack". Basically you give them money, they give you some special in-game items that won't be available when the game goes to open beta as well as immediate closed beta access. Second, if you sign up for an account but don't buy a Founder's Pack, you might still get a key. The publisher randomly distributes closed beta keys to accounts who haven't made a purchase.

Right now the only known difference between monthly paid status is availability of some special booster packs. When a new set of booster packs becomes available, everyone will be able to buy them using scrap or c-bills. After a certain period of time, those booster packs will be removed from the general market. At that point only users with a premium account status will be able to purchase them.
and these booster packs are how you get the things you need to play with?
Yes. You can earn scrap through playing the game against the AI or other players. C-Bills looks like you have to purchase with real currency. Both will work for obtaining booster packs.
