New PC for converting DVD to MP4

I'm looking to build a PC to convert my collection of DVDs into MP4s. I currently use Handbrake with Windows 7, a Core 2 Duo 6400 (2.13 GHz 800MHz) with 4GB RAM. Needless to say it's not optimal (current avg fps is 35). I'm hoping to keep my cpu budget at or around $130 unless I could be convinced that another $20-$50 would be worth it. I'm thinking about getting an i3 4130 3.4 GHz with 8GB RAM. Does anyone have any input on this?

This seems like a handy comparison tool, as in literally what you need
In general, more cores are better, more cache is better, and 8GB of RAM is probably plenty.
