Mobs Frequency

Quick question about the mobs: there doesn't seem to be many mobs at all spawning at night, which is fine by me. Occasionally a random mob or two will appear unannounced, it seems really strange. What are the server rules for mob spawning?

    Settings should be vanilla. I've noticed the lack of mobs also. We'll look into it.

    Hasn't this been due to spawner activity in the past?
