New Low to Medium-End PC for Pal

I have a friend at my school who has been looking to get into PC gaming, but all he's stuck with is a laggy old laptop. He wants to build his PC (from scratch), so he's wanting to know what parts are good for his price range (~500-700$) Can y'all help him with some recommendations? I'll relay the information to him, as he's not on Icrontic (yet).

Just under $700. The R9 380 with 4 GB will play anything at 1080P nicely. I'd call this build a little better than lowish. I have built in that case. It is really nice. Kinda heavy for a micro ATX case, the build quality is nice and I love the stock Fractal fans, they make little noise and still move a reasonable amount of air.

I'm just saying, if it's for gaming, and you are serious about building a real desktop PC, definitely find a way to budget for a dedicated graphics card. Even if it's just $100 for the R7 260 because money is tight, that will be much faster with a less expensive CPU than even the best APU can aspire to be on it's own right now.
