I am looking to buy or make an external 4 pin molex connector that will either fit in place of a PCI cover or screw to my case. This will be real handy for the fan I have mounted on the outside of my case on the back.

I found these at rad shack...I think they'll do a panel mount in a rectangular hole.

those are only 2-pin. the 4-pin kind you need they sell at Fry's electronics (and possibly also radshack), i've bought some before. They work ok, but even after you've hooked everything up, its not going to feel as 'solid' as the commercial ones. it'll work just fine, but be aware =P

Buy an antec true blue 480 power supply, mine has one. Or failing that, mod one. Get a blank PCI cover, cut a hole, get a molex extension and slide it in.

Antec's higher end truepowers have them, and I've seen them on PCI slot covers before, I just can't remember where. Check xoxide, I think it might have been from them. I'll check some of my catalogs and stuff, too.
