Will this melt?

I have a radeon 32mb sdr that I use for a second display. The fan on it though seems to be tilting off of its axis, because every 30 seconds or so it will start to make this whrrrrrr sound that's kinda loud and very annoying. I took the fan off and cleaned it but still no luck. Will it do damage if I just remove the fan, and if so what's the easiest/cheapest way to fix this problem?

    Potentially, yes, it will cause problems if you remove the fan. The easiest way to solve the problem is to replace the fan.

    What chipset is it exactly?

    I'm pretty sure it would be ok IF you replace the heatsink with something much larger.

    It's a Radeon 32mb card, so it's got to be a Radeon/R7000 card. You're right that it'd be fine with a giant-ass (TM) passive heatsink, but it would probably be easier to just replace the fan.
