Sempron weirdness

Okay, I'm sort of stumped.
I have two seperate motherboards: An Abit VA-10 Bios 18 (latest) and a Shuttle MK40V Bios 0A (latest). Both of them support Semprons.
I have two seperate Semprons: A 2500+ retail and a 2600+ OEM
The 2600+ would, no matter what, only be seen as 1100mhz in EITHER motherboard. No matter what BIOS setting, what I did, 1100mhz.
I chalked it up to defective/weird CPU and then filed for an RMA with NewEgg today.
Now, I put the 2500+ in the Abit... 1050mhz.
I put it in the Shuttle.......
1050mhz.
WTF. Did they get a bad batch of sempr0ns or something?
Any thoughts on this?
