Software to plot map points?

I need some free software that can give me a map of an area like metro detroit, allow me to point plots on certain parts of it, and label them, and then print it out.

Any ideas?

    Let me know when you find it, because I've been trying to redo the Team S-M map, and for some reason, I can't install MS Map Point.

    you think you could go to www.maps.com and bring up a map.take a screenshot of it then mark the locations you want on it that way? might be a lot of work but your only solution if ya cant find anythign free that does it

    Can you do this with the maps on the Census Department tiger server?
    I seam to recal that these can be manipulated many ways.
