I am in definate need of a new PS or the fan inside. its been going bad, making that ugly loud noise. Im not sure where I can get just a fan. Anyone know where?
That one is a possibility. You'd have to touch certain contacts though. Just be careful and you'll be fine.

A charged capacitor could discharge through your body. If the path goes through your heart and enough current passes through, it can kill you. I usually just use my right hand when playing with a possibly volatile circuit - most voltages (120V mains included) will just give you a tingle through the hand if you mess up.

you could probably pick one up at your local compusa as well.
are you looking for any cool features or anything? (glowy/clear/quiet/loud/temp controlled?)
Im looking to spend at most $60

Agreed. Just let the PSU sit for 12-24 hours before you work on it.. Better to be safe than sorry.
Even after letting the psu sit, make sure you're really careful. Capacitors store charge, at high voltages (at least in PSUs) for a long time.
Because I just took my apart to clean the fan and nothing happened
Yes, really. Just don't touch the circuit boards or any of the components in the PSU.
