My ISP is blocking me?

I am at my aunt's house, here I have an Internet connection and I also brought my computer. I tried to unplug her cable and plug it in my LAN card. The first time it worked - I had access to the server of the ISP. Later, when I tried this again, I could't access anything.
Could the problem be with the ISP, or with my LAN card, I suspect the admin has locked the Internet to my computer. I really need to access it, my aunt only has 4 GB and I cannot download just anything I want. I cannot connect my HDD to her Motherboard, it's NTFS, and she's got FAT16 under Win98.
I really can't talk to the admin, you see, here in Bulgaria administrators aren't such nice people and most aren't willing to help you even for a big pizza :).
The question is: is this my computer (I'm really starting to hate XP) or something else. I have an ABIT NF7.

    Have you tried rebooting your XP computer and then resetting the modem (power off for 30 sec, then power up modem, then wait until its lights say the connection is again good, THEN power up your XP computer) with your computer hooked up but OFF until modem is reset??? Problem could be a confused MODEM, or a normal IP address change for the modem....

    That advice works here in US for my broadband connection... YMMV, though, as I am not famiiar with your country's ISPs. You use very good english, though-- thanks.

    Perhaps the ISP is filtering out the MAC (hardware address) of your computer. If this is the case, try taking the NIC out of her computer and putting it in yours.

    Sorry, no modem here as far as I know. It's a weird Internet we have here, usually 1 MB/s from the ISP server, 8 KB/s (!?!) from Bulgarian web pages and aproximately 4 KB/s from foreign pages (poor me). It's really cheap though, about 10$. Thanks for the advice, and I'll try taking out the NIC (if I'm correct, that's the LAN card?)

    My isp is blocking my to surf some website's for example www.blackcode.com
    and other website's so is there any software or something that can help me surf and go to wich ever site i want.

    yeah that explains why i can't surf.
    my isp block some most important site's that i surf
    becouse they have porn ads you know some important website's have porn ads so my isp detects porn site's and block.


    so if there is any one who can help me feel free .

    Perhaps some popular websites have porn advertisements; don't know about "important" sites though. LOL
