    Been done before.
    It is better to use very light, white mineral oil.

    The best one that I saw used two desktop cases.
    The bottom one had the mobo and video, it was filled with oil.
    The top one had the PSU and drives.

    Pure water would actually work the best, as 100% water is completely non-conductive. It's the foreign particles in water that make it conductive. Unfortunately, the filtration system necessary to keep water pure enough for computer immersion would probably very large, noisy, and extremely expensive.
