Help for my friend's Laptop.

My friend recently reformatted her laptop due to some problems (i don't really have the details..) and after reformatting and reinstalling WinXP, she has encoutered these major problems - No internet access, and errors when she starts applications. I tried to run 'msconfig' but it doesn't start, and the system registery is inaccessible. The following error appears whenever we try to open the 'systems' icon in the Control Panel. Firstly, the cmd window pops up. When we try to exit it, the following error pops up.

It tells us to send an error report to microsoft, but since there is no net connection, we can't. The message also states that the following file will be attached. C:\Docume~1\Owner\Locals~1\Temp\Werb.tmp.dir00\appcompat.txt
Please help. If there's any more information that you guys need, please let me know. We'd really appreciate your help since we're in the middle of doing school projects.

As for the msconfig, I think that both Windows 2000 & XP don't have the tool installed by default, however if you go to this site:
http://www.spywareinfo.com/~merijn/winfiles.html
you can download it.

The appcomp.txt file is created when there is a conflict between programs,
drivers, etc. It is a reporting file used when uploading error reports to
Microsoft.
If you do not want to see appcomp.txt again, disable Error Reporting.
Open System Properties...
Start | Run | Type: sysdm.cpl | Click OK |
Advanced tab | Error Reporting button | Check:
Disable Error Reporting | Check: But notify
me when critical errors occur | OK | Apply | OK
Disable Error Reporting

But notify me when critical errors occur
