problem with cpu usage

i just recently built a new system from all new parts, installed a new version of windows w/sp2 here are the specs:

AMD64 X2 4200+ CPU
1024 RAM 3200 400
Asus A8R-MVP Motherboard
Asus/Ati X1900XT 512MB GPU
160Gig SATA HDD
500watt Antec Power Supply

not a bad little system. however, its running much slower than i would expect it to. something has to be wrong. my old system (p4 2.8, 1gig ram, 60gig hd, ati9800 pro) ran faster. If i leave my new system idle for a few hours and come back to it, its very choppy and slow. When i ctr-alt-delete and check my cpu usage it is over 50% when i move windows or even icons on my desktop around!!!! could this be a problem with my cpu. i have installed all the software and drivers that i could possibly think of. i dont know whats going on.

at first i thought it was the motherboard because i have heard many neg's about the A8R-MVP, but my problems dont match those of other people with this mobo.

any thoughts?

    Could be a number of things....but first how long ago did you build this computer, and when did this problem first start appearing?

    run hijackthis and post the results(try any other spyware programs you have too), could be some nasty bugs at work. I think it would be best to take care of that first so then if we cant find anything we can target that it is the hardware.

    i built the computer about a week ago. i dont have any spyware or at least not by the programs i use, ill try hijackthis.

    Also, when the CPU is at 50% utilization, please perform ctrl-alt-del, click on Task Manager/Processes, and see what specifically is running. If it's too much to write down, do a screenshot and post it for us.

    Probably nothing to do with it but, I built one that was a lot slower than I thought it should be. Turned out the HDD had set itself to PIO mode, changed to DMA and it was a lot faster.

    Check to see if your graphics driver is installed properly. I've had problems with a sluggish Windows interface when the default (Windows) video driver was installed instead of the ATI driver.

    I can peg "explorer.exe" at 60% when moving around a window, but it doesn't seem slow at all. I'm leaning toward a video driver issue.

    all graphics drivers for the x1900xt are up to date.

    At any rate, I can almost guarantee you that the problem is driver or software related, and not an issue with your CPU's hardware.

    Check the system properties in Control Panel and let us know what it is saying your CPU speed is when you're seeing the slowdowns. It's possible that the Cool'n'Quiet driver has an issue and is keeping your CPU slow when it should step up to normal speeds.

    Settings/Control Panel/System Properties - the CPU type and speed are listed at the bottom of this screen's "General" tab. For CPUs that clock down during times of low intensity usage (such as notebook CPUs and CPUs in Cool'n'Quiet mode) the speed that is listed will be lower than the rated max CPU speed when the mode is engaged. If you're seeing something like 800MHz when you're moving windows around your screen, there may be a driver glitch.

    If so, you should be able to disable Cool'n'Quiet mode in your BIOS. If the problem goes away after that, then we can look into fixing the issue with the driver, or you can leave the mode disabled.

    alright, it says 2.21ghz continously...

    about the cool'n'quiet.... when i first started having these problems i went into my bios and noticed it was disabled and i enabled it to see if that would help.... so dont think thats the prob, but gonna try anyway.

    Like GHoosdum said, try disabling the Cool & Quiet stuff and see if that makes a difference.

    Sorry - I missed the part where you'd already tried killing C&Q. :doh:

    Post a HijackThis log here. Even though with a fresh install it is unlikely to be a virus, etc, it will provide us with a detailed list of everything you have running.

    You might also want to get the (free) Startup Inspector. It works like msconfig, but is a lot easier to use. :)
