High performance memory is only important for overclocking if you wish to run the memory synchronously with the CPU's front side bus ("HTT" for AMD). In other words, if you are raising the front side bus of the CPU by 10%, your RAM speed will also increase it frequency by 10%. To keep pushing RAM like that, you need the more expensive, higher quality RAM. Most motherboards designed for overclocking though, have a feature commonly referred to as a "divider". It allows you to set the ratio of the RAM to CPU so that you can control (limit) the how high the RAM will run.
So, if you wish to overclock the CPU and RAM, then yes, you will need high quality RAM. If you only wish to overclock the CPU, then you can run your computer overclocked quite nicely with the RAM still at or near it's default frequency. If you look in my signature, you'll notice three highly overclocked systems. All of those systems have standard, value-type RAM, all running at close to stock speed.
