"Turn off camera and then on again"???!!!

So I have a sweet digital camera [Lumix Panasonic DMC-FX7] and two days ago i took some pictures and when i turned the camera on it said "Turn off camera and then on again." I did as it said but it just kept coming on again and again. The other thing I noticed was that when i turned off the camera the lens was not retracting. It would only retract when i turned it on and then it would come out again.
So i took it apart, but I got to the point where you really need to know what you are doing because the lens case is under nifty wiring. I think I have to take it to a repair shop. This bites.
