HELP! Continuous restart during install process

During the Windows XP Professional install process, my computer automatically went to restart (part of the install process, this is normal) however, when it gets to the Windows flash screen, it goes goes back to restart (NOT normal). It seems to be "looping". What's going on? How can I fix this? Please help! I don't know what to do.

OH! And did I mention that I can't even get it going in Safe Mode??!!!

    Please tell us about the computer: brand, model, hard drive, CD/DVD drive, et cetera.
