Re tooling PS and other stuff

I want to tone down the noise on my parent's computer. I'm looking at a new Power Supply, two 80mm Case fans, and a new HSF (if budget permits.) My priorities are: Quiet and Cheap.

I don't need too much room to upgrade. The case is an old Enlight 7237.

My parent's rig is comprised of:
Gigabyte GA7VRXP (don't say anything)
Athlon Palamino 1800+
Maxtor 40GB (not sure what model)
16X DVD-ROM (Pioneer)
40X CD-RW (Plextor)
Diamond Viper V550 AGP Video (16MB)
Audigy Platinum.

    First thing, if your adding fans, go with say a panaflo or something with low dba. Same with the heatsink fan. Maybe a one or two intakes with the same in the rear.

    You could try switching the PSU fan for a quieter one. Theres hundreds of guides on how to do this, just google it.

    Have you considered water cooling?

    No noise, and it can be achived for the cost of a decent HSF unit.

    Um, what? Show me where i can get a water cooling system for $30.

    $ 2.00 - Bucket
    $ 4.50 - Hose
    $ 5.00 - Radiator
    $16.00 - Pump
    $13.00 - Waterblock
    $ 8.00 - Fan

    Thats under $50, will outcool air too.
