Well, that would all depend on what else there is in the case, wouldn't it? Dell still runs most of their CPUs without fans... they just duct case fans onto the heatsinks... However, as a general rule, no, it's not a good idea.
However, I guess the exceptions come in cases like the Dells that Geeky mentioned, and in water cooling setups. There are fans for the radiators, but those are not positioned just above the heatsink because there is no heatsink.
My old pentium 166 and 200 (and earlier chips) did not use fans, just heatsinks, but I doubt you're planning on building a dual pentium 166 system.
i took the heatsink off my pentium2 300mhz and just left the pink shim and now i have it overclocked to 650mhz and only a small 40mm fan blowing air on it with a temp of 25C.
even at defalt speed you should have a small fan on it unless its one of the one's that has the really big heat sinks.
