Yes db is the noise rating and higher is louder. If you want recomendations go to the case/smodding section and ask for specific quiet 80mm fans.

I been using the enermax manual speed control fans. You can dial them down to your threshold of noise preferance and at full blast they move a pretty good amount of air really

    Cheers

    Below 25db is quiet.

One thing to consider is that the smaller the fan the higher pitch the noise will be. A 60mm 30db fan will be shriller (& possibly more annoying) than a 120mm 30db fan.

Try here SVC they have a great selection of fans of every type

While db is a valid measurement, how loud the fan seems depends on the size of the fan- a smaller fan will seem louder at a given decibel rating than a larger one, because the pitch will be higher. For the same reason, smaller fans are generally more annoying than larger ones.

What are the specs on the computer? What case is it in? What size fan can it take?

The specs to my computer is on the other thread i would link but uh... Theres A 80MM fan in the rear and a 60mm for a cpu cooler. system runs at 85 degrees and Cpu 95 degrees
Both fans have a "stageing" so i can set it to a high RPM as its get hotter. And dose that work only when the fans are plugged into the motherboard?
Ive Seen manual fans but i dont have another 5 1/4 drive bay for the controls, I have a smaller case compaq persario case

Well depending on the CPU in it, and the heatsink you've got, I wouldn't suggest touching the CPU fan. If it's a relatively new computer (Pentium 4, 1.7GHz+ Celeron, AMD Athlon or Duron processors) and it's only got the 1 80mm fan, the quietest fan I can recommend you go with is a Sunon KD1208PTB2-6 3 pin, 80x25mm 39cfm/32dba fan. It's not silent, but it's not even close to obnoxiously loud either, and anything much less than 39cfm is not sufficient for any modern system. If it's a Pentium 3, Celeron <1.7GHz, AMD K6, or older system, you can put a Vantec Stealth or Panaflo 80mm "L" fan into it and have more than adequate ventillation.
