Whenever I send files through AIM or Bittorrent my maximum upload speeds always seems to be around 15kb. Is this normal for DSL and can I increase it?

that sounds about right for a lower end DSL package. Most start at 128kbps up, which is around 15KBps. goto www.dslreports.com/stest to check what your line is rated at.

Cable is also rated for about that speed.

Upload costs a lot more than download :(

Yeah we have 2 cable companys in my area.

1 is capped at 13k up and 1 is capped at 30k up.

I am with the one with the 30k upload.

I heard rumors that RR is going to increase the upload cap to 512 from 384. 768 would be nice, but 512 wouldn't be too bad.

    I've got a 3500/512 cable, and a 1500/256 DSL. That's about 400KB/s down/60KB/s up on cable, and 160KB/s down/27KB/s up on DSL.
