Design refresh begun

I've been meaning to tweak some stuff on the front page for a while and at least did a bit of it today. You'll notice the index page features the news more prominently in a blog-like format and I've reduced some of the clutter. The front page also gained 30 pixels of width overall, which should make the Shorties more readable.

I'll continue to update things as I get the time.

Phase 2 complete: News pages are updated and use about 1/5 the number of database queries (which translates to better performance).

You can now page backwards through the news archive, and meta tags are back in news.
