ooo i did some research myself, but i dont know if i am rit or not so i am looking for u guys advices. I find out that well my friend is log on to the computer as a second user with admin permision

there are couple of question you may answer:
1. have you upgraded your windows to SP2?
2. do you login with the admin power?
in my experience I right click on the bar (where the start buttonm, clock etc are) >> properties >> start menu >> classic menu >> advanced start menu button and search for the display run and click on the box next to it, similar to the search ...........
For the record, I have exactly the same problem: neither Search nor Run appear and all the symptoms are exactly the same... and I am using an account which is a Computer Administrator account on a home computer. So if anyone comes up with a solution to the problem, I would be grateful and if I find anything out I will post it here - Sam

1) Go to comand prompt
2) type regedit
3) Check to see if the following exists Hive:HKEY_CURRENT_USER Key:Software\Microsoft\Windows\CurrentVersion\Policies\Explorer Name:NoRun Type:REG_DWORD Value:1
4) If it does, delete it.
