Can't register OS

Yet again, microsoft has amazed me at how retarded they can be. I've had this copy of XP for 2-3 years, and I've formatted my Pc a fair few times over that period. I recently formatted and I had just put my activation key in, clicked accept and... "According to our records, the number of times you can activate windows with this product key has been exceeded...".
So I went to their site, like it said so I can get a new key... Erm, no I can't.
Any ideas?

The Microsoft reps, at least concerning Windows OEM editions, could have several times denied me re-validation. All I'm saying is that if you treat them with respect they will give you benefit of the doubt. For instance, the EULA for OEM Windows would preclude revalidation for a non-stock motherboard or CPU. I've never had a problem with reps accepting radical hardware changes.
Quick and easy
