I didn't see his message before I posted, but his message was incredibly choppy and poorly written. I'm going to go out on a limb here and speculate that perhaps English is not his native tongue.
Hanibalas - Looks good. Good location... should be able to defend from the burbs (3-5 hrs), powerbase (2-4 hrs),and even the outpost (5-6 hrs). Population is growing with no down time or negative pop days. I will message him and find out if he's interested and can communicate in English. YES
SpamFritt1 - Slow growth. Accounted created March 1st and he only has one village and 400 pop. He only had 1 zero pop day and no negatives. I am not in favor of adding him. Not enough to help us. NO
SATAN - Not bad... Joined March 15th, with no downtime that I can see and no negative days. He just popped his second village. I'll see if he is interested in joining us. YES

SATAN & msss - No - not growing particularly fast and both have settled 2nd villages at their own private "outposts" miles away from both our outpost AND each other... not sure what they'd offer us
