ive read about doing a pin mod to make a xp to an mp, which i know most of you guys are very familiar with. If a cpu is locked from amd is it still able to be modded?

I'm not aware of any pin mods that'll do this. You have to bridge some of the connections on the top of the chip; this is a problem if you're planning on buying two new CPUs to modify.
As posted in the thread you started about overclocking, the new CPUs have a different package that won't allow you to unlock the chip without risking killing it.
By the same token, you cannot modify these chips to run as MPs either. What AMD did was to cover the entire top of the chip with a clear layer; I believe it's epoxy, but I'm not sure.
