Is there such a thing as an "image-based" image search tool?

I'm looking for a tool with which I can upload an IMAGE or point it to an image URL to see if it can find duplicates on the web.

Like if I have a picture, I want to see if it can find all instances of that photo based on the photo's content, not the file name or anything like that. Say I have an image of a cat called "CAT001.JPG" and someone takes it and changes it to "0934898934.JPG" and uses it somewhere, I want a tool that can help me find that.

Any ideas?

    I can tell you at least one method that people use to do this in academia - but I don't know what search engines there are for this out there.
