All downloads, or just paid content downloads? Are they going to tax my Linux ISO torrents?
The latter wouldn't terribly surprise me, as WI has a "use tax" where they ask you to pay the sales tax you sidestepped by buying things online or out of state; this could be the same kind of thing.
I am curious as to what mechanism they are intending to implement to actually track this usage and charge it. What charging model are they intending to use? Price per pelvic bundled with number of participants x number of money shots?
They already have a friggin' "use tax" - where they ask you, when you fill out your state income tax papers, to go ahead and pay taxes on everything you bought online or out of state in the last year.
Go fvck yourself, WI. You don't deserve that money because you don't have ANYTHING WORTH BUYING HERE.

Why don't they tax the amount of air I intake as well.
