Use one more question mark. Usually does the trick.

    Where?
    What is it on? (hardware)
    When do you see it?
How high are you overclocking? (if at all)

I see the message as soon as I turn on the computer.
You said: "What is it on? (hardware)" Please elaborate.
How do I check how high I am overclocking?

I recently moved. Ihave only had this issue since I have moved. Could it be the house's electrical system that is causing the problem?

What kind of computer is it? Did you build it yourself? If yes, then list the components.
