Making a seperate restricted account in XP?

My main pc is running XP SP3. I have only one user account on it, for me.

I'll be away for a couple weeks, and one other person MAY need to access the computer for Skype video.

I want to make a second account on the computer that is severly restricted, so the other person can access Skype and NOTHING ELSE. Can't see any files, folders, photos, video, music, etc, that is on the computer already.

Can this be done, and how exactly?

EDIT: I guess I could just unplug the hard drive that has the stuff on it that the other person may not access, but I need a better solution in case they think to look inside the pc.

    Well you can create a separate user account. But they'll still have access to any programs that have 'user@localhost' as a valid person. You can prevent them from being able to access anything in your documents folder and you could change security permissions to restrict them from other storage folders. But it's increasingly more difficult to set up a savvy user to only being able to run skype.

    About all you can do is create a custom start menu and remove everything from it but skype. Then using local policy settings to prevent them from accessing control panel, accessing the run command etc...etc....

    You can use this program in conjunction with a restricted account.

    You could also do reg edits on that account to disable everything everything expect what you want.
