2. Did you use this tool Norton Removal Tool when you uninstalled Norton?
3. Do you have a router? If so, what make and model?
4. Has playing CS:S ever worked on this computer, if so when did it work last?

ftp://ftp.symantec.com/public/english_us_canada/removal_tools/Norton_Removal_Tool.exe
When it is done it will likely ask you to reboot...do so.
After that:
1. Uninstall Counter Strike Source
2. Reinstall Counter Strike Source
(If you don't know how to do this, say so)
Then give it a try, it should work. Either way, please let us know.

It is OK to disable the Windows firewall.
I think you might be behind a router and you just do not know it.

One thing I AM sure about is that anything in this world is better than giving up, especially when it comes to doing something you love.
It uninstalls Norton completely to make sure it is not causing any problems.
It is made by Symantec, the same company that makes Norton.
They make it to help uninstall their own software.
