He would need to put a load (like a case fan or two) on the PSU to get correct readings.

load or no load on the Antec 300w i have here, doesnt change it much if any.

what hes looking for is voltages so far out of range as to cause damage, and he wont need a load for that. so he can really do it either way

Just one other thing, could the PSU be suspect? Seemed fine but maybe if I try other boards, it would just fry them too. How can I find out if the PSU is faulty. Also, any idea if there is anywhere in Atlanta other than Micro Center that would have a Socket 940 Board?

    Justin,
these guys, Monarch Computer Systems, are pretty good. They are a little pricier than Newegg, but they are local and welcome in-store customers. You'll have to pay sales tax, but there won't be shipping charges. I've purchased from them both through internet and at their store. They will treat you well. They might even test your PSU for you.

I haven't had much problems with either of the Asus boards I own, myself. They make decent boards, IMO.

But from what i've heard their socket 754 board is crap. Hopefully they'll get it right the next time.
