The Sony PlayStation Vita has already been released in Japan and with it came the UMD Passport program, which allows owners of UMD media from their older PSP to register the game, which allows users to download a digital copy of the game to their Vita for a reduced price. In Europe, those who are upgrading from the PSPGo will be able to receive three free games. Unfortunately, this is not the case for North America when the handheld drops later this month.

Kotaku has confirmed that Sony will not be bringing the UMD Passport program to North America. There is precedent, however—the same thing happened when the PSPGo was nearing release.
