As of today it is possible for interested parties to purchase a volume licensing plan for Windows 7 and Windows 2008 R2. The new volume licensing program is for companies who do not have a software assurance policy and are looking to migrate to Redmond’s newest.

Any PC running Windows Vista Business or Windows XP Professional is eligible for upgrades, regardless of when the licenses were purchased. The official launch of Windows 7 VLKs is also backed by a 15% discount over Vista’s initial volume licensing price, but there’s no word on when that deal comes to an end.
