Yeah, it's really a dick move to screw everyone ELSE over by not pulling your own damn weight.

Besides, Blizzard eliminated that sort of BS with the badge system - basically everything Magic said. You run heroics, amass badges, and buy gear that puts you about ready for high-raid-level content. When I started, I filled my character out with purples from Lich King heroics and tier gear and jumped into ICC - the highest raid available at the time. I didn't have to gear through raids. Just had to gear through low-level ICC to make realistic attempts at higher level ICC.

The issue now is, except for maybe bleeding edge progression guilds, nobody is outgearing the heroics. A majority of the population are barely geared to even queue for a heroics. Everyone wants to get purpled out as they were able to in LK but that just isn't going to happen.

Another point is the difficulty of heroic dungeons. Some implement some unique and tough mechanics that really need voice communication to overcome. General level of knowledge, ninjas, and assholes have lead me to discovered that pugging heroics is not something i find enjoyable.

I'm still weirded out that they haven't done a good in game voice piece, like Valve has with TF2 and their other games. Reliance on external programs to provide what should be an integral part of the game seems strange.

Other games are on a much smaller scale. Handling the voice chat amongst all players is a bit much.

Allow voice chat for only party/raid members.

Bliz found out that voip isn't one of their core competencies. They tried it and through the game client didn't work as well as software from companies that specialize in the service.

I suppose bliz could aquire one of these companies. However, I doubt they want to make it seem like, to play one of their games, you also have to run this other software to communicate.

I remember their voice chat being terrible when they first tried it. Not doing it right the first time does not constitute not doing it right ever.

Buy company --> port code/dev's into your own product (via allowing voice chat only in raid/party) --> profit.

I certainly wouldn't recommend forcing a player to run secondary software, but it just seems like that should be something they incorporate. I don't know that the load would go up "that" much if it was only within the raid/dungeon servers, but I don't know anything about how much load we are actually talking about.
