   I think they should just publish his name, address and photo, even if he moves or changes his appearance, every six months or so and let nature take its course.

    Prof, make him clean up at least 1,000 boxes, then have the gov't give him a job fighting viruses. Half his salary goes to the people for recovery costs. We win better that way.
    
    If you had a 100,000,000.00 bill, tell me how you could possibly make money to pay, honestly, that bill yourself???? Give them something they CAN do, but have to WORK at. If you give them something impossible, and they know it is, they simply give up and get REAL BAD. The dark tunnel has to have an end to get them to even TRY to get rehabbed, and some will not be rehabbable. BUT, some will.
