Taunt (realistically, you should rarely need it, but it IS one of the first tanky skills you get)
Aegis Assault (new to me, I haven't gotten my jugg redone since the skill rejigger) is major threat
Crushing Blow is major threat
Backhand is major threat
Force Scream is decent threat (and later gives sonic barrier, which absorbs damage)
Even Smash is good AOE threat
Something you might have noticed - your highest-damage abilities are some of the best threat abilities, aside from abilities that explicitly mention 'generates high threat.' Damage directly equates to threat, which means that unless your straight damage outpaces Vette's, you'll need to supplement your threat in other ways - primarily through high-threat abilities, guarding Vette (you get a Guard skill moderately early that you can put on a specific friendly target like Vette that reduces their threat output), or taunting. Make sure you're taking skills that either increase threat, damage, or survivability in your utility points.
Note that as I mentioned above, taunt should be rarely needed, for two reasons - it's a last resort to regain control (you don't want to use it early, have it on cooldown, and have the target go rampaging somewhere else), and taunt's effect is multiplicative - it will boost your threat based on how much threat you've gathered before it. In other words, taunting and jumping in is awful, as it doesn't give you any multiplier, but jumping in, doing your high-threat openers, and then taunting has a pretty good chance of you boosting your threat beyond where a DPS can pull it. Still, once you learn your rotation, your skills alone should keep you pretty in control of the fight unless you get paired up with DPS (or heals) that dramatically outmatch you.

I'm not sure how many tank skills you have at 15, but make sure you're using the tank stance (soresu)

You can buy level 90 boosts, but you do lose a lot of the "oh that's how I should use that spell".
Really, you level so fast with the 12x, that the same thing plays out. :-\
take your sniper through SoR (starting with the prelude) and you'll get your rotation down man. you'll have time to learn it because godbot is there to keep ya alive
